Denver, CO AUGUST 12, 2000 On Saturday, August 12, 2000, the following individuals convened to discuss the possible formation of the United States Sports Chiropractic Federation (USSCF). Present were: Monte Wilburn, DC, Ron Spallone, DC, Tim Ray, DC, Brian Nook, DC, Don Aspegren, DC, Jim Lowrance, DC, Sandi Lowrance, Richard Rosenkoetter and Tom Hyde, DC. The meeting was called to order by Brian Nook who thanked everyone for taking time from his and her busy schedules to attend the meeting. He gave a background explaining why he felt it was important to form the USSCF. Brian gave a summary of what has happened regarding the Federation International de Chiropratique Sportive (FICS) since it s beginning in 1987 in London. A description was provided explaining how the General Assembly of International Sports Federations (GAISF), the International Olympic Committee (IOC) and other organization including FICS fit into the world of International and National Sports. FICS has been in communication with GAISF and the IOC who strongly recommended each nation have one sports chiropractic group with whom they can communicate. The formation of the USSCF would serve to strengthen all of the currently existing groups within the US. Groups present in Denver were: FICS; American Council on Sports Injuries and Physical Fitness (ACA SC); Care of the Elite and Professional Athlete (CEPA) and ProSports. Creating the USSCF would provide a vehicle to host International events within the United States as well as giving the members of each of organizations comprising the USSCF the right to participate in International events outside the US. FICS would continue it s work within the GAISF and IOC to insure chiropractic coverage at sporting events around the world. MOTION: Brian Nook moved that the groups present form the USSCF. MOTION: The BOD will be representative of all participating Sports Organizations and their members in the US. The motion was made by Brian Nook and seconded by Monty Wilburn. MOTION: Tim Ray made a motion to have the BOD consist of a President, Vice President, Secretary General, Treasurer and on Board Member. The motion was seconded by Jim Lowrance and passed unanimously. After the motion to form the USSCF was passed, a discussion took place regarding the formation of a Board of Directors, using one member from each of the groups to fill the positions of President, Vice President, Secretary General, Treasurer and one Board member (this position was left for the International Chiropractic Association Sports Council, [ICA SC]). The following Board positions were filled temporarily, with elections of a new Board scheduled for the Joint Program in Phoenix, May 2-6, 2001: President: Brian Nook - FICS Vice President: Tim Ray ACA SC Secretary General: Monty Wilburn ProSports Treasurer: Ron Spallone CEPA Board Member: John Downes ICA SC MOTION: Brian Nook made a motion to headquarter the USSCF in Colorado and allow the organization to function under the rules and regulation of Colorado and to incorporate as a Not For Profit organization. The motion was seconded by Tom Hyde and passed unanimously. Monty Wilburn will provide a news release to Dynamic Chiropractic and will use his office for a mailing address. The goal is to have these completed by Jan 1, 2001. Monty Wilburn will be in charge of development of the statutes and will receive assistance from Richard Rosenkoetter and Jim Lowrance. PURPOSE: To serve as a governing body for US Sports Chiropractors and Organizations. This Federation shall promote and develop the care of athletes and personnel at International Sporting events and activities. MISSION: A National Governing Body whose mission is to promote the advancement of the chiropractic profession into International Sports as a member of FICS. GOALS: To be formed later FICS has agreed to help fund the USSCF by giving it $2000. A finance committee was formed consisting of Ron Spallone and Richard Rosenkoetter. There is a need to create an application form and this will be completed by Monty Wilburn and Tom Hyde. A letter explaining the creation of the USSCF will be written by Jim Lowrance and Tom Hyde. The letter is subject to approval by the BOD. A data base from each organization is be forwarded to Jim and Sandi Lowrance. They are to combine all members lists into one list and provide that list to Tom Hyde for creation of labels and mailings. The letters will go out with the new letterhead. There will be 2 initial mailings, one in September and the other in January. These will be mailed along with the application to attend the Phoenix 2001 Joint Sports Conference. Roland Noirat will send Tom Hyde a copy of the new USSCF logo. MOTION: Jim Lowrance made a motion to set the dues at $75 per year. The motion was seconded by Tim Ray and passed unanimously. MOTION: Tom Hyde made a motion to make the dues $55 until December 31, 2000and $75 after that date. The motion was seconded by Tim Ray and passed unanimously. A sponsorship committee was formed consisting of Bob Allen, Don Aspegren, Tom Hyde and Sandi Lowrance. MOTION: Richard Rosenkoetter moved to allow the Treasurer to open a checking account in the name of the Federation. Any amount above $500 would require the signature of the Treasurer and one other BOD member until the budget is completed. The motion was seconded by Don Aspegren and passed unanimously. The next meeting has been set for Las Vegas on Friday and Saturday, December 1 and 2, 2000. Tom Hyde gave an update on the combined Sports Conference to take place in Phoenix, May 2-6, 2001. A list of speakers from all participating organizations is due by October 1, 2000 along with a brief outline, CV from each speaker and topic. Each organization will provide a speaker/s for 5 hours per day for 4 days. The lecture will remain the same all 4 days but the attendees will be split into 4 equal groups allowing them the opportunity to hear all speakers from each participating organization. There is a need to provide all potential exhibitors and sponsors to Tom Hyde and Arlene Narson as soon as possible. The USSCF will also meet during this time. The lectures are set for 8 AM 1 PM followed by lunch on your own. The competitions begin at 3 PM. The sports consist of 5 person soccer, 4 person volleyball, 5 person flag rugby, running, golf, swimming and tennis. Each team must have at least one female on the field at all times. We will allow family members and spouses/significant others to be a part of any team. We will also look into hosting one or more games for the children attending. On Thursday evening, we will host a reception. The reception will take place in the exhibitor space and each group, including the USSCF will be given up to 15 minutes to speak about their organization. Mailings are scheduled for September and January. We will use the joint list being prepared by Jim and Sandi Lowrance. Each participating group will have it s own booth in the exhibitor space providing literature to attendees. TO DO LIST: Brian Nook: Contact Roland Noirat, John Downes and work on the development of the statutes. Tim Ray: Provide the ACA SC data base (and if possible the ACA CCSP list) to Jim and Sandi Lowrance, create an application for the USSCF, help prepare a letter explaining the new organization and send Tom Hyde copy ready logo from the ACA SC. Monty Wilburn: Form the Not For Profit Corporation in Colorado, register on line our domain, .org, .net and .com, open a checking account, review statutes (by Jan 1), copy the mission, purpose and goals (mid Sept), write the DC article with Tom Hyde and send the ProSports color ready logo to Tom Hyde. Ron Spallone: Help Monty form the Not For Profit Corporation, send CEPA data base to Jim and Sandi Lowrance, help Monty Wilburn with his list, send CEPA copy ready logo to Tom Hyde and send Monty Wilburn CEPA Statutes. Richard Rosenkoetter: Review the statutes by Jan 1, send FICS data base to Jim and Sandi Lowrance, work on the Finance and Budget committees, send Monty Wilburn a copy of the Atlanta Statutes for the 1996 Olympic Games. Jim Lowrance: Review statutes by Jan 1, prepare data base with Sandi Lowrance. Sandi Lowrance: Help prepare data base and serve on the sponsorship committee. Don Aspegren: Send the ProSports data base to Jim and Sandi Lowrance and serve on the sponsorship committee. Tom Hyde: Help Monty Wilburn write the DC article, work with Tim Ray in creating a letter of explanation about the USSCF, work to create an application, place the USSCF on letterhead, work with Jim and Sandi Lowrance on the mailing list, have Roland Noirat send the USSCF logo, work on the sponsorship committee, send a letter about the USSCF along with the Phoenix mailings in September and January.
